I think it is one of the new starting areas for when the expansion comes out. Don't think it will be accessible until then though.

It is the new Dranaei starting area not yet accessible until TBC. Conversely, the Blood Elf starting area is just north of Eastern Plaguelands.

It's actually 2 islands, but they are close enough together to show up as a single island. They are Azuremyst Isle (Draenei Starting area - L1-L10), and Bloodmyst Isle (Draenei secondary area - L11-L20). They will become accessible when TBC comes out Jan 16.

The Blood Elf starting Areas can be gotten to by teleport from Undercity, or through a road north of Eastern Plagueland.

Also, if you right-click to zoom out past the previous limit of the two continents on the world map, the Outland map shows up.
