Anyone know where can I find the new arenas?
The update says speak to goblins in stormwind.. but I don't know where
to find them.

They have temporarily removed the Arenas due to unspecified problems; until they are fixed, there will be no Goblins.
However, once they put them back in the game you will find the Goblin in the same place as you queue for WSG/AB/AV.
