Sailon. I think you might have a more idealized view of the average 17 year old than most. I know when I was 17, I full well knew stealing was illegal in any form. True, I likely didn't consider the full consequences of my actions, but that should not be justification for no punishment; how often does anyone know the full repercussions for what they do in advance, be they 17 or 37?
The average 17 year old is near graduation high school or the non-US equivalent (if he hasn't already). That's about twelve years of lessons in schooling to enforce right verses wrong. If he hasn't learned them by now, what difference will a year make (assuming the age of majority is the same as the US)?
To be honest, it's a crime no matter how you cut it and should be punished. He stole with intent to profit. Where there is intent there is knowledge, however limited, of your actions. Should he do hard time (or any time)? No, of course not. An adult would get off with probation and a fine for a non-virtual crime of similar perceived value (going by the $500 estimate of earlier). At most, he should get the same and if Norwey's age of majority is in fact 18+, it likely won't show on his adult record. Justice served, kid isn't ruined, and if he doesn't do something like it again everyone will wash their hands of it.
