PvP: In the PvP server you have green, contested, and red zones. Green is your city, and red is the enemy factions city. The contested zones is an area where you can attack anyone your level. You can also attack anyone your level in a Green and Red zone. This means that in the PvP server a 60 can attack a 20.

PvE: In this server you can only attack people in cities. You get flagged if you enter a city, you can also get flagged if you attack an NPC of their faction. There is also a system in the PvE server that lets you PvP by typing /PvP this lasts for 5 minutes. You can also do some duels in this server as well as in PvP.

In conclusion you basically have to think of what you prefer doing. Do you like the challenge and danger of getting attacked by a higher level in a contested zone. Or if you like consentual PvP where you can have your fair fights.
