seeing as how im not blessed to have talents, are they cumulative? one says decrease cast time by .5 seconds and the second is 1 second. is that 1.5 seconds total, or just 1.

They tend to be an additive increase. So I would say normally, no. But in order to take stuff further down the tree, you have to sink so many points into the top of it, unlike Diablo where you only needed one point for select pre-requisites.

Besides, if there was a third rank that decreased by 1.5 seconds, wouldn't a cumulative decrease of 3 seconds seem like a bit much?

imma have to go with azurac on this, the highest ranked one is the one that triggers, and that they dont stack... that decrease in 3 seconds for a cast time would make you damn near invinceable... a mob would drop in a heartbeat.
