Does anyone know how to get these? Is there a merchant that sells them for status and money or do I have to wait for a world event?

They were a world event, let me see...

eq2 item:Teleportation Pad was offered as a reward during two transportation-building events.

Aye. The merchants from the last one are being removed with today's update.

I'm sure they'll be back, they've cropped up at several events. Usually it's the oddball events they end up at instead of holiday ones. :)
