I've tried to look everywhere and even asked in-game without any help. If you're a Qeynos citizen, where are you supposed to hand in City Tokens for status (besides using them for festivals)?

According to the patch notes:
So looks like if you don't have a guild hall with a Commodity Exporter you have to wait until the next City Festival.

errr you can hand in City tokens for "Status"? I did not know that ! Thanks for the post.

Yup, sure can. Personally I prefer to buy dividers and tiles to broker as those sell the best on my server. :)
I do believe they net you Guild Status Points as well.
Anything that grants Status Points may also grant you Guild Status (Status Loot has some restrictions).
