just wondering if i play a human assasin for example that has to start in an evil zone, will i have problems grouping with a high elf paladin at later levels, obviously during the first few zones it wont work but are there a lot more nuetral zones at higher level?

Yeah, it's not really all that much of a problem, it's more the local factions that matter in higher level zones, some quests involve going into the cities, which can make it difficult for some but it's never impossible.
Are you on a PvP server? If not, then aside from your main city there will be no other areas that should prevent you from grouping with someone on an opposing faction.
In fact evil toons aren't even KoS in Halas. You could both easily do the quests there up until 20 or so and then head to a new zone. Once you start getting to xp areas away from your cities though you will have no problems getting to zones/dungeons and there won't be any issues.

As a necromancer hailing from Freeport, I generally have no issues with adventuring zones. Some NPCs in New Halas won't talk to me but I can still participate in most of the content. I had a beast of a time getting to our Guild hall in Qeynos at level 20, and some Qeynos guards chased me across Antonica while I was doing some quests.
