Anyone know how or even if they have made surnames in EQ2?

Yes they have, you can get it by typing /surname , I don't know if you need to be at a certain level for it, in Everquest I, you got it at level 20, perhaps its the same in Everquest II, just try it out and you'll see for yourself.

I was under the impression that "/surname <name>" didn't work any longer. Rather, you were required to register a "family name" with the city of choice after attaining citzenship.

In my reading, these "families" are the new surnames. The benefit of having a registered family, is that fact that you may invite people into it, giving them your surname.

They took out "families" when the loosened up the guild structure to allow cross-city members and raiding and such.
