To create a guild in Qeynos you have to wait until you leave Isle of Refuge. Then you will need a full group of 6 people that are not guilded and 60 silver pieces. Then you and your group will head to Qeynos Harbor to the Guild Registar (Can't remember exact name of the NPC). He in the building across from the scribes. Talk to him and pay the 60 silver pieces and your set with your new guild. Freeport has the same set up but don't have the specifics for it since I was playing a good aligned character during beta.

Ya, my guild leader was asking about this so I told him this same thing, I have the whole text saved as an E-mail. But the name of the NPC is Royal Accountant Fowler (if you're starting one in Qeynos), and like Flameblade said, you need a full group and 60s with you to start one. The exact text copied into your quest journal is "Royal Accountant Fowler of Qeynos Harbor explained to me the prerequisites for starting an official guild: 1. Five other citizens must accompany me as well pledge their loyalty to the guild. 2. Neither myself nor any of my companions may already be a member of an established guild. 3. A processing fee of 60 silver pieces must be included with our application." The NPC is in the first building to the left when coming from SQ going to QH. Hope that helps, GL!

Are there any royalties to be paid weekly / monthly to keep your guild active? I know they talked about it a bit ago, but I'm not sure if they implimented it.

There are no royalties that the guilds are required to pay, but there is what they call Status Points that the guild will accumlate by completing Tasks. These will decay over time if they no not being mantained. These status points will advance the guild to different levels which will unlock other things for the guild to do, I.E. special raids, more quests, items and other things.
