I.e leves you can essentially do 3 times for the allowance cost of 1?

No, the mining/botany gathering leves don't work like that at all. Everything you gather for them is a key item and can't be purchased off the market boards, so you have to go gather it all yourself. The "turn-in" happens automatically at the end of the leve.

The exception is fishing. Fishing does triple turn-ins and it's the fastest way to level, just like crafting classes.

so then im guessing fishing is so "boring" it need multiple turn in leves? I mean i dont see the logic behind giving one gathering class those but not the other

It's because there is no way to control what you can fish up, but you can control what you craft, gather, or mine.

So for the fishing leves you are going to spend an hour trying to get the 9 HQ fish you need, getting about a hundred other bycatch in the process. Whereas you can hammer out a mining or botany leve in 5 minutes, just like you can with DoW and DoM classes.

ooo ok makes sense then... i figured mining and botany are fast enough to level without leves that you dont need multiple turn ins where as crafting and fishing are super slow so youll want to get as much exp as possible as fast as possible with as little allowances as possible (multiple turn ins)

the best leves you can do for Gathering are the Piety and Benevolence leves. http://ffxiv.gamerescape.com/wiki/Piety_(Guildleve)

It's because fishing has fieldcraft leves that happen to work just like tradecraft leves (meaning, you acquire items in whichever way you want and take however much time you want delivering them to an npc)

If you've fished you'll know it's not like the other DoLs. There is no control over what you catch, there aren't fishing nodes, there isn't even any way to use your GP, etc. This is a reason why the amount of fish needed for GC provisioning deliveries got drastically reduced sometime around... 2.2?

Gear stats don't do nothing. Fishing uses Gathering and Perception. And even though it doesn't use GP, you can meld Gathering and Perception onto GP accessories to boost stats that matter.

thats what I meant if theres no control over what you fish up then what does gathering and perception actually do for you as a fisherman?

If gathering is too low for a certain fish, you'll possibly fail to reel it in
Perception affects HQ rate

Basically it's the same deal as with other DoLs, the game just doesn't give you exact percentages for success/HQ rates.
