PS4 HDCP questionFollow

when 1.70 gives us the option to remove this does that mean )without buying any extra equipment) the videos we upload to facebook will look better now? Because the was I understand it is HDCP off = HD recording off so all our videos we record are all SD (and hence look ugly on facebook) turning HDCP off will make our videos 720p or higher thus making them look better without having to buy no stuff... am I right? If so then why is this part mentioned:

"allowing you to pass the signal through an external capture device (such as an Elgato) and edit them yourselves."

Which to me means to get the full effect of HDCP off Id have to buy something else?
