In the long run, I think it will help you more if you level miner first. The materials you mine can be used to level goldsmithing, armorer, blacksmith, and a little bit of leatherworking. Botany materials will help weaver and carpentry. Weaver mats are normally harvested using the 2nd hand tool and the only time you'll do that is if you want the mats. Harvesting with 2nd hand tool does not net much exp and there is not worth the time to do it unless you need the mats. You can also make more money selling the items you mine since they can be used for several crafts. A word of warning though, you probably wont sell items very quickly or for very much gil at lower levels. Does get discouraged though. Even if you have to sell the things to NPC's, you'll still get lots of gil over time. You can do levs for reward money and some possible gear. You'll also level faster and get to higher levels and be able to mine items you can sell more easily for higher prices.
