I would have to double check, but you may want to check out the puks and doblyns in Copperbell mines. There are enough mobs there to support 3-4 parties per mob type. If you go for the puks, you have to take care, the bombs are way too high for the area when exp if I remember correctly.
There are also undead if you have a good pt (undead at low levels are best if your tank can dodge the attacks, and the dds and mages know to stand to the side), otherwise you can end up getting hurt more than they are worth (the aoe HP drain can become a serious pain if it keeps connecting).
Also, in Coerthas, there are two Fledgling apkallu camps (~10 mobs per camp), pretty decent, but can be a pain if the re-spawn time lingers), mobs are 37-39 though, so you might want to wait until you are 30 to try that) (54-34 or 53-32 I believe are their locations).
Personally, I always liked Copperbell, since it was fairly rare to run into more than maybe a couple people duoing, or a party PLing. Kills are fairly quick, and the mobs while stronger than they used to be, are still pretty light on their TP moves, so there is little risk (unlike bombs, Zombies, Undead, and Raptors... Never liked their AoE attacks).
Also, in the back of Mun Tuy, There are the Gnats. If you have a couple cons or thms with Stone equipt, they go down pretty easy. But occiasionally they are used by a PL party, and the camp is only good for one party. However, I think the Gnat's level is 30... So, may not be the best.
Also, I would have to double check, but I believe their is a wolf party just north of Humblehearth that should be around your level (again, this is just off the top of my head, they may be a little high). Biggest thing here is to setup party outside of the spawn area, and have a puller go in and get them. Otherwise, if your party is in the spawn area, you will get some random aggro that can take down people (e.g. the mage) when you are not ready.
