Gore a lizard hurryFollow

If you just talk to the NPC for the quest, you won't get the scales. Approach the NPC again and select "small talk" and request a promotion. You'll get the scales, and can proceed with the quest.

To clear up most of the frustrating confusion:

1.) You need to be a Flame corporal.

2.) You need enough seals for your next promotion.

Once you become a Flame Corporal the quest becomes available but, yet she tells you that you don't have the Gold Scales. Make sure you have enough seals for your next promotion and ask for a promotion to Flame Sargeant. Now she will tell you that you need to do the quest "Gore a lizard, Hurry" before you can be promoted and she will give you the Gold Scales. Now you can do this quest and get your next promotion after you have completed it.

Rinsui, If he cannot accept a quest there would be no in-game description. So please... do not answer a question in a post unless you know what you're talking about.
