Do the windustians have to talk to Halver and Trion? Everytime I talk to Trion he just asked me for a girl to get for Trion. I said to him it was impossible so we nulled the quest. But he wont say anything about Trion anymore.

Is this just a sandy thing?

No you do not have to talk to Halver and Trion for Windy 5-2. Only requirements is that you receive the cut scene from Star Sybil. It's just for sandy.
