Obtaining the next Medal (Campaign)Follow

I currently have the lowest medal in Campaign because I pretty much started a week ago. However, according the This Page all I need it 3000 Allied Tags (I have 4052) and at least one successful Campaign Evaluation.

So I clicked on the Campaign Eval. link, and it listed some Bastokan NPCs to talk to. I talked to Millard IM and all he plays with is Sigil, and I talked to Annabelle and all she does is ramble on about Campaign Evals, but doesn't have an option for "Evaluate Me" or w/e. Have I just not been doing Campaign long enough to be evaluated? Or is there someone else I need to talk to? I talked to all the guys/gals where the AH is in the present and Hieronymus is the only one with anything useful, but no Campaign Eval. So...how does getting a new medal work?

Edit: /sigh...I don't know if this is all it took, but after I got Sigil (on a whim...I don't need/use it really...) Annabelle was then more than happy to offer me an evaluation.

So...for anyone having the same problem, this might be the trick.
