Im in San d'Oria and cant figure out how to get the letter to the consulat to open missions in the city. Can anyone tell me where this is. Im new so sorry I couldnt find the info. thanx

If you've already flagged the Mission at the gate guard, you need to zone into the Chateau which is straight across from the Southern Sandoria zone in Northern Sandoria. Inside speak to Halver to receive the key item at which point you can travel to the other two nations to complete the Mission
