I've killed over 100 cardians and haven't received any orbs. I even talked to Shantotto twice to where she tells you where to go. Are the drop rates supposed to be this bad? This seems ridiculous.

hm.. gonna say try this first:

check your Key items to make sure they haven't already dropped. Not inventory items

If that doesnt help, post again and there's other stuff to try

The best place to farm is not in the tower where the fight happens, but instead the southernmost tower in West Sarutabaruta, where the higher level cardians are. They seem to have a better drop rate.

The drop rate IS atrocious, unfortunately. Besides what Catwho said, the best advice I can give is keep at it and you'll get the orbs eventually.
