I see it at the AH for 10K or so, but does anyone know where it comes from?

It is a San Dorian Conquest item.

I sometimes spend conquest points, buy them and put them at the AH for 5000 gils. If you care to buy one, let me know. I am in San D'Oria - Garuda.

It's also a level 20ish leathercraft item, ask around in the leathercraft guild you might find someone who'll let you in on the recipe or sell you one at cost.

It is the upgraded version of the level 10 San d'Orian conquest item, the Royal Footman's Tunic.

Made with Leatherworking, as stated above.

HQ synth with the recipe is the Kingdom Tunic.
