I decided with 'the end' coming to FFXI, I reactivate my character and see what's happening. I know there has been a lot of changes in the 2 years I've been gone. I have a couple questions about the game.
I've read some stuff about Nyzul Isle being soloable now. Is this true?
And is story content soloable?
And what are some of the biggest changes in the past 2 years?

Nyzul is soloable, but still has a luck factor involved. Can still get lamp floors solo but they'll stay on much longer now making it possible to at least make some progress unless you're terribly unlucky. Some assaults are still a bit tricky to solo but most can be. Assault tags are on a much shorter recharge time if you do a certain amount of Rhapsodies missions.
Most story content is soloable, and you'll be able to use Trust NPCs for many of the fights. Adoulin missions will most likely still require help, and there may be a few gimmicky WoTG and mini-expansion ones that may still be a pain.
Look into the Trust NPC system if you haven't already, you'll be able to summon 3-5 NPCs (after completing some Rhapsodies missions) to help you in many types of content. Rhapsodies missions are tied into old content missions, so you may need to clear some older content before making progress and being able to summon additional trust.
Other stuff: you can teleport between homepoints and survival guides and they're all over the world to assist in transportation. Reforged artifact/relic/empyrean gear.

I just came back, too.
Read up on Records of Eminence quests and start that immediately. If you played much before (and sounds like you did), you can pretty much do a quick little quest and then get a full set of i117 armor/weapon. I've been told that if you can find a little help, that gear + trust should get you through any storyline content.
Also, completing the first two chapters of Rhapsodies will give you all kinds of benefits... reduced costs for homepoint warps (like 80 percent cheaper), huge exp buffs, virtually free & unlimited dynamis and limbus, etc.
They did a great job getting the game ready for folks like us who want to come back and experience the finale.
