After receiving the quests what item is needed for each type? I have Apoc, Almace, and Daka (woe).
The plutons are for relics, the rift boulder things are for emps, and the seiketsu things are for mythics. I possibly spelled all 3 of these items wrong.

Walk of Echoes weapons cannot be upgraded past their old lv. 99 version. To do anything with it, you'll need the lv. 99 version of that weapon and then, with it equipped, go to the glowing spot in Walk of Echoes (from Xarc [S]) and talk to Kupofried. He'll ask you what weaponskill you want to unlock, and then he'll ask you to give him the appropriate weapon. You'll trade the weapon to the glow, and then he'll unlock the weaponskill.
For the RME upgrades, the items are as follows
Pluton - Relic
Beitetsu - Mythic
Riftworn Boulder - Empyrean

The riftboulders being needed for emps makes sense when you think about it, considering the last item you needed for them to make them lv99 was either riftcinder or riftdross.
Emps have to be 90 to unlock their ws (coin weapons are an alternative for this, but these must be 99)
You still need the emp at 99 in order to eventually get it to its ilvl 119 form, just like with relics and mythics.

Undecided on Almace to 99. Love the ws but the aftermath sucks and 1500 hmp 200 rift... uhg but first need 75 Apadamek (spelling) norns....Was wondering if anyone was unlocked chant du cygne with delve/plasm/skirmish swords and if so is it worth giving up almace

Almace is pretty much a pile of **** nowadays unless it's ilvl 119, but I could see it as still being worth getting to 90 for the ws if you've already got it at 85.

To the best of my knowledge Relec/Mythic/Empherian all need to be at least "lv 99". Then you talk to some NPC who will offer to reforge them (to Item Level 119) if you bring back an amount of requested items needed to reforge the weapon (Pluton, Boulders, etc). I'm to the understanding that they can be farmed in Wildskeeper reives Yorcia, Marjami, and Kahmir (spelling?), off delve pop NM's and in Delve rifts.. Possibly and very uncirtain, but maybe also in the new Sacred Kindred Crest burning circles.
To ulock the Empherial weapon skill you need to have a true lv 90 (aftermath) emp weapon or a lv 99 Walk of Echo's weapon (no aftermath) with that weapon skill equiped in your main hand. Go to WoE via the conflux in Xarcabard [S] . Examine the glowing ??? for a talk with Kupfried. He'll offer to embune you with the weapon skill provided you trade the weapon (lv90Emp or Lv99 WoE) that coresponds to that weapon skill. I don't know the exact interval, but I think it's either one Emp weapon skill per game day or Earth day. I had read someone had two WoE weapons but could not get the second one unlocked after he got the first one. A reply mentioned there is a wait between each emp weaponskill being unlocked.
Either way most folks to my knowledge didn't get their emp past lv 90, and many say its not worth the mind numming hassle to farm 1500 heavy metal. When its easier to get Relec to level 99, provided folks still have several good friends to run in dynamis - xarcabard.

Either that or 35-40 mil spare change to buy the last items needed for the 99 trial.
