How would a player starting from scratch fare in the game today?
Very well. The window on that will start to shut as most people get their other jobs, mules and what not to the various level caps. But even after, the game is now able to be solo'd to 99. Slower than alliance book burns or Abyssea exp alliances, but still very realistic.

Is the community robust for the lower levels?
Not the way you are thinking, no. Gone are the days of the 6-man party. Now you solo up high enough to join the alliance in Gusgen, then go to Crawler's Nest, the Bostineaux Oubliette and either stay there or go to Abyssea at 75.

Could I find a party quickly for the desert (level's 15-25)? (Sorry, I don't remember the name of the desert. It's been so long)
Valkurm Dunes is now a deserted desert. Soloers and a few small groups still drop in there, but mostly you do exp alliances. I'm not giving a lot of info becaaaaauuuussse...

I've attempted to jump back in in the past, but the community was completely dead. Now the game is free to play and I am wondering if that might have changed anything. I'm very familiar with the game. I started playing it the day it came out up until 2005 where my life no longer had time to play FFXI.
Game ain't free to play.
This and WoW are two of the few with a monthly fee still. So if that doesn't dissuade you, I'm sure we can give you the path to take.
