You can't change your name unless you were moved to another server that already has a character with your name, in which case you're prompted once on login to choose a new name.

Pretty sure it's possible to create a mule on another server with your character's name and then transfer your character to that server to trigger a name change.

It won't work because the character has already been transferred. You'd need to create a new mule on another server with your current character's name, then pay to have your character transferred to that other server in order to trigger a name change this way.
