Certain areas fps drop?

I don't know if they're doing light maintenance today or unannounced work, but I've had really bad issues with my connection today. My connection is fine, it just seems today has been odd. On Playonline site they mention SE Account Management System Maintenance. Perhaps that is what is going on. I hope so.
