Does haste affect fast cast, or spell recast?
If so wouldn't rune chopper be good for sch in some situations due to the 9% haste?

Haste affects spell recast. So yes, 9% haste would be good.
HOWEVER, for Rune Chopper's effect to be active, it needs to be draining 3 MP/tick. And in most circumstances, that is simply unmanagable.
Using one will just show you know little about your job. I'm sure you can get haste on your gear so you wont have to ditch your Elemental Staves... you know, the thing that gives you a +15% boost, or your trial thing that gives even more...

You also need to be in auto-attack mode (have your weapon out).
So yeah, it's rather impractical.
Haste affects recast only, and caps at 50% for this purpose.

Thanks for the reply. I was thinking of Voidwatch. Normally I do stay engaged with my staff due to if they call of "staff WS proc" And being /drk, then the monster is proced for 30 seconds I would normally drain 60-150 tp off Bastok t4 with the Japanese party. As I just proc Dot, T2-4 and all dark spells, I didn't know if in this case or cases like it if it be helpful.

I used to run around whitegate on my smn with the runechopper. I thought it looked pretty cool to have an axe on my back. Unfortunately, that was the end of it's usefulness.
