Satellite has high latency but fat pipes, which is why it is classified as a form of broadband. However, you'll do better on dial up for FFXI, which requires a very small amount of bandwidth but also requires low, low, low latency to be playable.
I think a conjunction of the two might be doable. Do you even have the option for a copper telephone line in your area? If so, check with your phone service provider and ask how much a dial up data line would cost with no phone service, or only local phone service. Chances are, they can give you a decent price for a plain dialup phone line (I'm guessing under $20 a month). In the meantime, keep your satellite for things where high bandwidth is important but high latency doesn't matter, such as streaming videos, downloading large files, etc.
