Integrated graphics won't run the game too well by PC standards for it. Thing is, PS2 players are seeing the game at what, 640x480, with overscan, non-progressive, low detail models, etc. Basically, the PS2 version runs at below the PC version's default settings. For that, sure, even a netbook would work. The main hangup in the past had been that integrated graphics didn't have the hardware transform and lighting that FFXI requires - but that was added a few generations ago to even the crappiest of PC graphics.
Integrated not-Intel graphics can push the game at 1920x1080, so really your point only carries for Intel GMA, but again, even that -will- be able to run the game as well or better than the PS2.
Some nVidia cards have also had issues running FFXI - well, older DirectX titles in general - but I think some of the newer driver revisions have actually fixed this. Regardless, most of the cards that had to run on driver revisions that had those issues are Fermi cards, which you aren't as likely to find in cheap systems. ATI/AMD cards haven't really had an issue since ye olde Firaga lag, which was years ago, so if one is concerned, can always just go with one of their cards.
IMO, it's much more simply just the paradigm shift - lots of people just don't even think of gaming on their computer, for one reason or another. These days the PC version runs about $10 - $5 if Steam has a sale - so I think it's a very valid point to just pick up a copy and try it. Especially if you're stuck not being able to log on via PS2 anyway.
