If so, do I have to reinstall the entire game from scratch? Or can I just install that expansion pack?
Lastly, how does one get the Add-on Scenarios for FFXI? They don't seem to come with any copy of the game.

P.S. Am I even allowed to play the same account on two separate devices? (x360 & PC), it's hard to tell, PlayOnline / FFXI has some serious design flaws in the registration/authorization/user ID aspects.
You can use the same account on all platforms, but you can only have one instance of the account logged in at a time. When you register any code to an account, it stays registered to that account.
When the PS2 version was released, I bought it, toying with the idea of switching from my PC to it, and I logged in on my PS2 using my account I had set up at the PC launch. When I found that I couldn't stand the game on the PS2, but I wanted to keep the HDD, I held onto my PS2 FFXI discs. Later, I wanted to make a new mule character and found that I had lost my PC FFXI owner's manul, so I had to register the new content ID code from my PS2 user manual to my only account, thus making it useless if I was to start a new account with the PS2 registration code.
As I see it, in your situation, you'll need to buy a Vana'Diel Collection 2008 for your PC and then buy a Wings of the Goddess expansion (if you can find it separate from a collection... I don't have an XBox) for your XBox360. Just install the game on your PC and the expansion on your Xbox, and then log into the game on your PC using the POL ID for the account you've been using on your XBox. After that, on either your PC or your XBox, go to Optional Services on the screen with the Play button for FFXI (it's the 7th option down), and choose Registration Code Sales". It'll walk you through the purchase process for getting your addons there.
Once you've purchased the addons, they will be automatically added to your POL account and both your XBox and PC will download the needed files. From what I've seen, you will need to log into the game AND THEN totally restart POL and FFXI before it shows that you have purchased the addons on the FFXI title screen.
