None of your gear/exp/money will have gone away if the character's been reactivated.
The controls are a bit different if you go keyboard- but you can get PC-friendly controllers (I'm a horrid keyboarder, sue me!).
The road to 99's set up considerably easier than the old road to 75 was. One can expect to get up to your limit break pretty darn quick compared to the old days thanks to the solo, repeatable "book" quests you can pick up in a ton of places. Basically, it'll go "Hey, kill these monsters" and give you an exp reward that increases each time you repeat it (up to a certain cap), which accelerates your leveling considerably. Around 30th or so, you're going in groups like this for at least another 25 levels or so...and once you hit Abyssea, leveling 30+ becomes obscenely quick by old standards.
As to who's on Garuda- if you remember their names, go check ffxiah and see if they're still active there. If they're buying and selling, odds are SOMEONE is on the account, hopefully the person you knew 5 years ago. :)
