Each NPC generally has the titles for quests related to the city they're in. The Amount of Gil you Pay reflects the Fame level requirement of the Quest. For example, with Burute-Sorute, 100 Gil I could get Crawler Culler. 500 I can get Heir of the New Moon.

Hey Amano, what happened when you examine the run on thunder day? so far we have you with appropriate partner examining it on the wrong day, and twilight examining it without a partner. What happens if you examine it on the right elemental day with a partner?
Also, what happends when you talk to her when you and your partner have corresponding titles to each other?

ok adding confirmation i was wnw and lufaise meadows says my color may bring forutune while pashow said nothing.... waiting here till firesday
Ok i just went to my luck rune and examined it by myself, nothing happened, its thunder element and darkday, ill try again on a diffrent day/weather and keep updateing

I just wanted to confirm that the Virtue Stone is not a reward of this "quest." The Virtue Stone is a reward for trading lumorian organs to Meret in the Tav. Safehold. She is located next 'In the Name of Science' NPC and you have to have completed that quest in order to get anything from Meret.
In regards to the new Fortune Teller "quest" I do have to say reading everyones' thoughts on this has been very amusing, but everyone has done a great job of putting the pieces of the puzzle together. I am sure you will have this figure out before long since you sound to be on the right track now.

Well there is not much I can do to contribute to this work, but it seems that people are trying to figure out where to change their Titles. At this site, it tells where to go to get what Title and which Quest gives it. http://www.animelyrics.com/sbacon/finalfantasyxititles.html

I am just guessing, but from the duplicate colors for a given direction listed in http://ffxi.allakhazam.com/forum.html?forum=10&mid=1121894113874885374&num=0, I would imagine there are a 'fixed' number of points, and that you might get any particular color (element) for each point.
If true the question would be, is there some pattern to the direction and / or color you get. The most obvious would be that the color is job related. Since there are more jobs than elements, some jobs would share an element. It would be interesting to see if we can find an instance of the same job resulting in different elements.

In response to the question asked.
My room mate has "West/Northwest."
Purple.
I took him to Lufaise, we are both each others "ideal" title. It is not lightningsday yet... however, he tried examining it, trading a lightning crystal, a stack of them, a cluster, and a purple chip to it, with different combinations. It has done nothing thus far.
I really need people to confirm some locations for these. No matter what your color or what day it is, anything. If you take your location given by the NPC and try the different luck runes, you can help me confirm these.
If it is not the right rune, it will say "You don't notice anything out of the ordinary." Or something very similar.
If it IS the matching rune for the direction, it will give you a message about feeling as though you will have luck.
All I need you to do in that case is tell me what direction the NPC told you, and which rune you checked. I need these confirmed, please. :P
If that is true then North-northwest = Quifm is wrong, i have North-northwest but nothing it happening

hrm checked it on firesday (my color was red) and no difference in the message still says my color may bring good luck... not to get a rank 6 windhurstian to change their title

Maybe examining the rune increases drop rates or something for a short while after examining it? I would hope theres more to this, but that's just a thought.

so i was thinking about it and looked at my elemental stats i had 0 fire... so i put my steam scale mail on (+3 fire) and checked again... and bam 2 fire crystals
i didn't have my friend with the title there, and now when i check it it says nothing out of the ordinary

First.. Great Distance NW must be Xarcabard..
Also.. though not positive.. this means that your "lucky day" will be the day that is strong against your lucky element?
Perhaps if you had done this with a prtner of the right title, you'd have gotten something else?

try taking a bard and WHM and do soul voice + carol plus bar-element. you usually get 150+ defense to that element if they are high level

Yes...but we didn't have our partner there so better prizes may be provided with them.

anyway... i was kinda expecting crystals it's what you get from the other fortune tellers.
