I belive you talk to the consulate in the city of your destination. i.e. if you want to move to Bastok go to Bastok and talk to the Bastokian Consulate (Metalworks).

Short answer: Yes

Long Answer: Yes, but the cost depends on the conquest rank order of the city that you are trying to move to.

Moving to a:

1st place nation costs 40k
2nd place nation costs 10k (I think)
3rd place nation costs 4k

Remember that's the place of the city that you are moving to, not your current city.

FYI,

If you change nations you lose all your rank and your conquestion points (I'm not 100% sure on the point but I'm sure on the rank). So unless you have a realy good reason or what to reset all your missions then I would not bother. If you decide you must do then stop all your current missions (you would be waisting you time if you didn't) and I guess wait until you have the money to change.

^^^ You DO NOT lose your rank if you switch nations. It's just like switching jobs.

If you leave rank 3, you'll come back rank 3.
