To my understanding, it's a matter of fame in your Home City. 5 to 6 quests completed is not enough, don't start getting antsy until 15-20 quests done in your home city.
Also worth noting that you have to actually select your moogle and talk to him like any other NPC to trigger the quest. It doesn't automatically trigger when you enter your moghouse or open the Moghouse menu.
Make sure the bed is "placed" in your house, not just in your bank.
Make sure you talk to your moogle at your home, not a rent-a-room.
As far as I know it has nothing to do with your rank. Quest fame is another story.

Sprits! Thank you for posting this... I have been going nuts trying to figure out why my expansion quest wouldn't trigger.
I am from San d'Oria, have done 37 quests there, am mission rank 4, and have had bronze bed placed in my moghouse for 4 weeks (no exaggeration!) I kept wondering what could be wrong as my fame level is "You are famous! All the people know of you!" but still nothing. Can't wait to get home from work and try this. Thanks again :)

No problem. :) I should mention also, then, that after you've traded the items to your moogle, he doesn't actually go away. He stays right there, and you can continue to use your Moghouse as usual (some vacation, huh?)
If you leave and go leveling and what not and come back after a few hours (a few Vana'diel days), select your moogle and talk to him again to get your reward.
