I'm also on Phoenix- a forum like this would be great, but I imagine it would be pretty empty.

I am currently at Jeuno and want to LV up my LV31 BLM/WHM, but very very very hard to find a PT @jeuno or @Kazham (Japanese Players seldom accept my invitation coz I cant speak in Japanese).

I just went from 28-30 today in Kazham. I'm 100% positive that if you went to Yhoator Jungle and plopped up a party sign, you'd get an invite.

That seems to be the crux of your problem. If you can't play during NA hours, you're going to see many more Japanese than English speaking players. A linkshell will definitly increase your opportunity to find a group as well as get those pesky missions done.
