I see it at the AH for 10K or so, but does anyone know where it comes from?

I'm playing with the Japanese version so Im'not sure about the English name, but the only San d'Oria Tunic you can get is by exchanging your "battle point" (I dont know how you call that) to the guard. This is a Rank 1 item so you need 1000 points.
But the stats are little different :
Def.12 and AGI+1 INT+1, Lv10.
San d'Oria must be at the top of the conquest ranking, so it may be a little expensive depending of your server.

I have a funny feeling the San d'Orian Tunic is crafted. My reason for this is because the Kingdom Tunic is the same thing, but more like a +1 version of it. Maybe if you scour the Tradeskill recipes you'll find it? I've never seen it offered as a Conquest award.
And on Titan we Elvaan are number one, and I was bored and looked through each ranks awards. Never saw those Tunics.

Yes, there is a San d'Oria tunic +1 (HQ item) that give the same stats (def.13 MP+4 AGI+1 INT+1 Lv15).
But you still need an original tunic to get from the guard (def.12 AGI+1 INT+1 Lv12) to craft it. You can make it with an Earth crystal and two other ingredients (maybe you call them cotton thread and grass cloth ?). You need Sewing Skill.
You can craft a tunic +2 that give similar stats (def.14 MP+6 AGI+1 INT+1 Lv15).
You can craft almost all low level conquest item.
