I've recently heard that they lowered the quest level to 15, Is this true? I never pay attention to updates heh, please confirm this

No, they lowered the minimum riding level to 15. The quest you still need to be 20 for. It becomes helpful for those who've already gotten their license and are working up through another job.

On a side note. You can't rent those field chocobos if you're under 20.
