Ive been asking this question to high levels on my server for some time. Half go one way and half the other and I must finally know the truth. Do low cons (not worthwhile cons that is) have a lesser chance of dropping items? I have been trying to farm silk with my 30 thf and find I get more drops with my 10 nin! Any input would be greatly appreciated :)
Yes. You get the best drops from evens and above. Lesser drops at Decent and Easy and very reduced at Weak.
The THF Treasure Hunter ability reduces the level penalty on drops, so a level 70 THF will have almost the same drops on Weaks as they would on a Even and higher.
