Cannot create character?Follow

I've finnaly got FFXI, i've signed up to playonline, and its going on about expanded services and stuff. I won't get paid for these do it? I only get paid 12.95 or summit per month right? Plus i can't even create a character, if i go on expanded services option or buy content id or anything it says server error or somthing like that.

Help please, somone!
