You must have played on the "worst of the worst", which was Sullon Zek, where a high level player could attack anyone level 6 or higher, as you say. Your experience may also have occurred after the exploits of "that famous bard", Fansy, who was level 5, and hence immune to attack, and would train "high level" evil players with mobs---entirely consistent with the Sullon Zek ruleset at the time. As a result of these high levels whining about it, EQ actually changed the gamecode making sub-6 players attackable by high levels in any zone outside of noobie zones. If you never heard of Fansy, Google the name. His exploits were hilarious.
In those days EQ had 4 PvP servers (incredible as it seems today): Rallos, Tallon, Vallon and Sullon.... all Zek. They each had different rulesets, most varying only in what could be looted from a victim's corpse. But Sullon was the hardest to survive on due to the "unrestricted warfare" against even lowbie toons. To survive on Sullon you had to make friends quick, and make sure they were high-level. It also helped to be evil since evil races dominated most of the server's zones.
