Spell Level By Is Greater Than To?Follow

Been TLPing, and putting in the effort to understand my casting dynamics. I figured out that spells gain effectiveness over time, and went so far as to build a spreadsheet to calculate DPM (damage per mana). I now know that I shouldn't always jump to the next spell as soon as I can scribe it.

But I'm confused about some of the read outs I get on some (non-damage) spells. For example, Ensnare reads:

2: Decrease Movement by 41% (L26) to 96% (L17)

The benefits increase, but the effective levels decrease -- how are we supposed to interpret that?

This looks like a typo to me. A 96% ensnare would be equivalent to a root (just about) and no way does that happen at any level.
