Just checked today, it's available as low as level 40 (maybe it's for all players?) since my 40 Wiz can use it, too...

I have 8 accounts and none of them are RAF accounts but I still have the suffix title available for all 8.

My friend and I have a bunch and we also have it across the board. Neither of us did any RAF.
