In Everquest II people now can buy premium account using ingame money. Is that possible in Everquest I too?

Sort of, but not directly. You buy a Krono from another player and use it to gain premium (Gold account) game time. See http://eq.zam.com/wiki/Krono for more details on them in both EQ1 and EQ2.
