i heard that necros or somthing can sucks somones xp out to make them a lower level or somthing anyone ever here of this and what happends to the XP after?
Necros can sacrifice players to make Essence Emeralds. These are used to necro rez a dead player. Once you get sacrificed you can't get the lost xp back from a rez.

does it take the same amout of xp form u as normally dieing at ur level?
Yes it is the same exp as if you die normally.

Player being sacrificed must be level 45+ iirc.
Can this be done in non-combat zones like PoK and the Guild Hall?
It takes the LOWEST amount of XP possible for your level, i.e. the amount of XP you lose when dieing from a fall...usualy 5 or 6%.
