Saw it for 9K on Povar the other day. I look for these spells (level 63-64 druid) since I need them. Typically they are not up long even at these prices. I have not caved in yet...but I may soon.
About the only place I have been that drops spectral parchements for these is Tower of Sol Ro. I have gotten exactly one in many forays there.

I've been checking the bazaar a couple times a day for the last 2 or 3 weeks for the level 63 PoP Wiz Spell: Agnarr's Thunder.
There was finally one for sale last night in the Povar bazaar for 20k. I bought it, I had to - didn't know if I'd ever get another opportunity. A level 65 PoP Wiz spell that I'd never seen there before was also for sale by the same trader for 50k!!
Seems these spells and their parchments are unusually rare. It's helpful that you can now research some of them, however this particular one I bought is by far the best, and I would add, most necessary of the wizzies level 62/63/64 spells and yet it can't be researched.
It looks like once you get to 66 and beyond, the Muramite rune drops are much more common and besides they are easily purchased in the baz. Maybe the parchments should have been made droppable.

Don't know if this helps, but ....
I spent the whole of level 63 at 90% aa. By the time I levelled I had all my 64 spells.
Most of my hunting was in BoT in groups and rolling for the SP's. Usually one drops every hour off the trash sand mobs. Even seen two drop in PoH (was quadding, takes a bloody age at lvl 63, have to renew snare on all mobs and med on mount in between casts). Maybe I was lucky on the trades but I didn't get too many swaps (spells I already had) but i assume it means you have an equal chance to get every spell of that level.
Where I did get a repeat spell I transferred them to my trader and put them up cheaper than what was there. Every session I played would log trader on, check bazaar for all the spells, log on main and play. At close would log back trader and check again. That allowed me to get them all - never paid over 10k for any spell. Even managed to get all of the components for remove greater curse for under 1k plat doing this (still can't believe I managed that).
Well I say I had them all - don't have Vengeance of Nature - anyone fancy doing 10 NRo Ldon's with me?

And I thought my 3K was awesome beyond belief!!! Shopping repeatedly every day, or setting up as buyer is the key to getting super bargains. Either sellers don't know what they have, how much it's worth, or want to get rid of it fast.
