Which server has the most players levels 10-25?
I have no idea. Your best bet is to make a level 1 newb on each server and log in and type "/who all 1 25". If you get the message too many players, try narrowing down your search.
Very few servers have an active low level population, good luck in your search.
Povar and Maelin Starpyre seem to have the lower population levels and newer players. If you are considering starting a new toon I would look at these servers first.
Regardless of server you won't find many non-trader toons in the 1-25 range as it really doesn't take that long to level past that.

You should be around level 25 your first day. You can do the first 10 levels in the tutorial, then do 10-24 in PC.
After you hit 25 or so you might try to find a group in Overthere. There are usually a few groups in OT and that zone will take you to 40. Dawnshroud is also good up to 40.
Mid 40's to 52 you can do The Grey. It's a hot zone (xp bonus) but it's mostly empty and you will need an EB item. After that you might want to try The Hole, (another hot zone) and then you can start going to PoP zones, PoJ, PoI, PoD, PoN, etc. You might also want to try Dulak.
Once you hit 60 go to PoV, BoT or HoH, (I don't remember what level you need to be to get into BoT and HoH but I believe PoV is 55), and find a group. You'll be 65 in a few days. From 65-70 you can just relax and do MM's. If you find your having difficulty with any of the levels you can always do an MM.
No sense in looking for a server for a high 10-25 population because you'll be through those levels before you know it.

1 to 25 in a day?? I really don't think that you can do this without some serious twinking/powerlevelling... Moreover, levelling this fast will
a) make you have a toon with very low skills (especially casting/weapon skills)
b) make you miss sooo much of the game (zones, creatures, background)
c) leave you with a lack of identification with your toon (for me, every character has his own story, has been "growing")
Since it takes less than a day to get a toon to lv 25 I really don't see why it matters. The number per server is likely to change almost every day.
