Hsagra's WrathFollow

for the wizzy spell Hsagra's Wrath, you have to talk to Lawyla in Skyshrine. We have got my wifes faction to high Kindly and still Lawyla shows no re-action to hails... anyone haven any insite? Does her faction need to be highrer? ( We were told kindly) quest broke?, or do we need to say something to her other than a hail?? Any help would be great. Thanks.
