Vadd's Chestplate of Elite CombatFollow

I was in a server the other day when someone linked this chestplate(Vadd's Chestplate of Elite Combat), all i know about it is the result of a GoD quest. If anyone could help me figure out how to get it I would greatly appreciate it.
