I recommend Unrest. It's dangerous, even to get to but the Exp is SOO worth it. Hunt the beetles for a few levels then the other yard trash. Avoid the Jack-o-lanterns as they're the toughest. On the right side of the building there is an upper window, STAY AWAY from that part of the building. There is a Festering Hag up there who will drop you with 1 nuke before you even know what happened. She can take down a lvl 30 real fast even! Unrest is good till 15-17, you can go indoors, but should have a group for that. Ill Omen is where I say to go next, you can get from 15-30 easy there in different areas of the zone, good hunting.

Paludal Caverns through hollowshade moor. lvl 6-25 and the best exp. Hunt bugs and mushrooms for a while then move onto fiends or group and hunt bandits. 9-25 should be under 3 days time there.
