I noticed that these scalded rat pelts ( no drop ) are dropping of rats in the Paineel newbie area. They are fairly common so im assuming that they are for the exterminator type quests found in the other cities. I just cant find the turn in person. Any help would be appreciated.

From what I've seen of the new exterminator quests, they are for common drops off the new in-city pests. Since these that you describe are no-drop, leads me to believe they might be for a newbie armor quest? I don't know much of that area as I've never been there :) Just what it sounds like to me.
