The nutshell version is that you give the Tribute guy items in return for favor points. You can then spend those favor points on temporary buffs such as focus effects, regeneration, flowing thought, etc. You are "charged" a certain amount of favor per ten minutes of buff time. So if you handed in enough stuff for 5000 favor points and bought two tribute buffs (you can have to to five running at once) that cost a combined 300pts per ten minutes, you could run around for ~166 minutes before your tribute faded. You can also turn off the buffs at any time though you must visit the Tribute guy to turn them back on.
